Arkellius Raxis is an Elite Major who's sole goal is to fulfill his duties to the "The Mind". Arkellius has seen, and personally been responsible for, the death of countless humans. Be it Marine, ODST, or Spartan, this Elite has no issue stomping upon whomever gets in his way from achieving his goal. He wields a terrible sword of energy and a heavy rifle of concussive explosives. Arkellius relishes and delights in the death of humans, perhaps his plan to assist The Mind in his plans isn't so hard to believe after all.
