Caesar Sombra is "brother" to Santiago, a mysterious, behind the scenes type who aids in maintaining order over the chaos Santiago's presidency has caused.


His voice is cold, logical, and consistently more brooding and serious than his brother's. Lines should be delivered with a sense of displeasure, skepticism and disgust in some cases.
