Falco's a Significant Agent Cocky fellow who's some how a slick Minor and often known as a Member of a Brutal Super Hero Team/Group called TM3. We all know Falco's usually Blue, but in this story he's Black as in NOT Shadow nor Dark. He sometimes be called Black Bird, all though he prefers not to be called in any way.
