Seraph was from the ground up a test tube baby for the military to make the first form of curse users before mass injected on orphans. He cooperated extremely well with the military and raised up the ranks. When the mass exodus happened he felt absolutely betrayed, not by the military - but by the cursed children. He set out to capture the fleeing people which the military saw and acted upon giving him his own police unit and giving him a police major rank. He operated closely with Flynn during the war and feels total hate toward him for abandoning his post.
