The dim-witted navigator, Lubber secretly enjoys working at the Drunken Dolphin and becomes quite the enthusiastic cuisine, even if his attempts at cooking usually end up being rejected by the dog. 

Lubber's voice should reflect that at heart, he is just a dopey twit. Low, slow, careful speech would be best for many lines, though as Lubber can appreciate a sense of urgency, he can speak quickly too.
