A clear mic IS required. This is a main character who will be here throughout the series. Unless you can clean your audio nicely, a fan in the background wont be...beneficial.
I am not 100% on what he should sound like. I am leaning towards less rasp, if he has a growl it would be subtle. Chester is a emotionally complex character, please be prepared to show emotion in your voice acting. This character, if accented, would likely be more subtle, he was originally made with a old British accent in mind. (In lore however...well..Brit's dont exactly exist). So, Feel free to experiment!

"It feels brittle out here." (Chilly exhale, its Winter) "I wonder what Bookers intention was in prying at my patience. (He is speaking aloud in thought)
