Taken in as an orphan during the world war by the losing side, the army removed her wings so she couldn't escape. They gave her an extremely powerful curse known as "Monarch", the military controlled her and her brother with drugs to help turn the tide of the war with their destructive yet top secret operations. During the mass exodus Chloe and her brother managed to escape the military into the wasteland. Unfortunately due to their circumstances they were addicted to the drugs and her brother went out of his way to get other drugs so the two of them could get their "Fix". Sadly her brother ended up overdosing which sent Chloe into chronic depression. She started stealing from drug lords and ended up getting a bounty placed on her head. That is when she met the bounty hunter "Flynn" who instead of turning her in ran away with her saving her from her depression. She secretly is in love with Flynn and will probably relapse if she were to lose him. They both ended up getting caught and sent to prison where she received the face tattoo prisoner "Z109", before they could get settled in though, Flynn and her broke free and escaped to where Flynn originally ran away from - the life of bounty hunting!
