Mercer is a master manipulator, terrorist and satanist. After seeing the scum of the world rise to the top he follows in their footsteps and becomes crooked himself to rise to the top. Once at the top he didn't stop there, he strikes a deal with Lucifer. Their deal being that if Mercer frees him from hell, Mercer shall acquire power that no mortal can dream of. With that deal Mercer made sure every recource was at his disposal. Gangs, government, churches, and the entire criminal underworld.
