Even though he has yet to commit any of his infamous atrocities, Bill retains his personality from the original Five Nights at Freddy's games and novels. On the surface, he appears to be a theatrical, charismatic and witty businessman, but behind the facade, he's a sleezy "Snake Oil Salesman", only acting to give himself gratification.
The voice actor is not expected to perfectly replicate PJ Heywood's original voice for the character, but the voice should sound similar (mainly the British accent), and the traits mentioned should shine through depending on how Bill is being portrayed in the moment.
