The Altar/Wylie Popovic was a mighty supervillain that reigned over Jacksonville, Florida in 90s through the 2010s. 

Her villain origin story is that she grew up in a cult and, in order to escape, set the commune she lived in on fire, killing everyone. She was persecuted by the cops and superheroes relentlessly, forcing her to turn to a life of crime. 

The Altar was the mentor and mother to High and Mighty’s main character Dr.Ego/Charlie. She was very cruel and cold to Dr.Ego, often taking out her rage and despair on the child.

I imagine she has a deeper, gruffer, butch yet still feminine voice. Nothing posh or proper, she’s a classic Floridian American.
 Intonation wise, I imagine a more devious and more depressed Sue Sylvester from Glee.
I can't stress enough that this voice MUST be low-middle to low pitched. And I also can not stress enough how Sue Sylvester this character really is.
