I like the stuttering you add to your character when it comes to this, I can tell it's more of a character choice. The thing I can say is that if you're going to portray something neurotic as your description states, this is a bit too consistent, I was wondering if there would be a bit more sighs and breaths, there's a good enough of stutters. 

Be careful of the city pronunciations, Rennes is pronounced as “Ren”, Reno is pronounced as “Reee-Noh” and there is a “D” at the end of “Ruddlan” 

The tempo is something that I like, it's just inconsistent enough to help portray this character repeating it to themselves. I just wish that there was a bit more inconsistencies when it comes to the read, specifically, really communicate how crazy your character can be, maybe instead of a sigh, you could add a laugh, all of these un voiced consonants are great to really portray a different character, we just gotta find the right ones.
