Whiskers is a simple con-man who pretends to be the Mayor of a small, fake town to trick Razz and Bandit, though he’s grown quite attached to the idea of being a leader. Not that he would be a good one, he acts only in his own self interest and would do almost anything for a quick buck. Unless he has to do something for a dog, which he seems to have a weird vendetta against.
