Borusa is the Lord president of Gallifrey, he wishes to be able to save his people but the possibility loses hope every passing day. He dies after a heated debate but his soul merges with the tardis, guiding the doctor through his journey. Borusa will also need to return when the story continues but if you didn't want to return, I have a few ideas as to how you could be replaced.
Would prefer if this borusa could sound like his incarnation in the invasion of time but please do whatever you believe would suit the character.

As we were still beginning to understand the possibility of time-travel, my son was lost in the great exploration of the universe.
