He is a firm believer in order through fear, and he considers compassion a weakness that only impedes efficiency. Loyal to the Empire, but above all, to his own advancement. His presence is unnerving: polished and polite on the surface, but every word is sharpened like a blade.
His tone should be deep, resonant, commanding. Not sniveling like a petty bureaucrat, but steady and composed. More like a military aristocrat.
