Kugo Sakamata (逆さか俣また空くう悟ご Sakamata Kūgo?), also known as the Aqua Hero: Gang Orca (アクアヒーロー ギャングオルカ Akua Hīrō Gyangu Oruka?), is the current No. 21 Pro Hero,[3] and was the previous No. 10 and later No. 12 Pro Hero eight years ago.[4] He is also the director of the Okuto Island Aquarium.[5]

He serves as the "antagonist" in the second phase of the Provisional Hero License Exam.
