The Union is a collective of governing powers that came together to create a bureaucracy of shifting laws and demands. This guard serves as an example of the more corrupt and sleezy side of the union's leniency towards illegal dealings.
Looking for a portal of a sleeeze ball who would accept bribes but squawks like a startled chicken when anything actually important happens.
