Looey is a kind Toon who's a part of a circus troupe. Despite this, he seems to have a more shy and nervous side. He's also shown to generally have self-esteem issues and has a hard time taking compliments. Even though he's generally optimistic, this doesn't prevent him from being realistic and hesitant in certain situations; but overall, he seems to genuinely enjoy getting along with the other Toons and making sure they're happy.
His voice should be high pitched masc (but not EXTREMELY high), a little silly and carefree, with a hint of nervousness to each line. Similar to Shadow Milk Cookie (CRK)'s more cheerful lines.
