Locke is a legendary bounty hunter famous for his efficiency and infamous for his brutality, not above torture or the murder of women and children. Despite his reputation, Locke has a very laid back attitude towards his line of work. He's very casual and down-to-earth in his manner of speech, making him well-loved by the citizens of the NCR, who are his primary contractors. While seeming empty-headed on the surface level, Locke firmly believes what he does is right, and is unapologetic about the killing and punishment of those he views as dangers to the wasteland.
Locke is the main antagonist of the mod.

Line 1 Context: After Locke blames the sheriff for getting a bunch of people killed by a band of tribals, the sheriff turns it around on Locke asking, "Well, where were you during all this?" Locke responds in a casual manner before changing the subject to vengeance.
Line 2 Context: Locke challenges the player with a hypothetical question: If the only thing standing between you and a mass-murderer was one girl, would you kill the girl to get to the murderer? When the player responds with, "No, I'd find another way", Locke snaps at and chastises them for their choice.
