While he only has a small batch of lines in this film, he will return in a future project as a main villain.

IAA Officer Radcliffe is the one behind the mission the 3 main characters go on. His goal is to stop the rest of the world from knowing the IAA (International Affairs Agency) were involved in the illegal secret lab. 

Background: Born in England but moved to the U.S.A. when he was a teen, he was made fun of for his accent. Instead of fighting the bullies he used his higher intellect to get them in trouble. He realised the IAA is the perfect place for his special skill set, and through decades of working with them he has reached one of the highest levels in the IAA. Now he starts and orders other agents to go on his special secretive missions. After getting assaulted by Francis Bowie at the end of the film, he begins a vendetta against him.
