This Ruined Prototype Freddy doesn't have a functional voice box at all, he mainly speaks in growls. He is also lacking a head, the Head / AI of Glamrock Freddy has been moved to a different model and is a different voice actor. In the future, we might end up fixing him up to add a head and actual voice box.
