He is the Artre (leader) of the city of Ochura. He was once a kind, firm leader, but power got to his head and he became lazy and strict. The people despise him, but he does not care.
This is a minor role that will appear in the second episode and will have a much larger part in a future arc. We are looking for someone who can pull off a subtle, reserved villain voice, as well as a more crazed, delirious voice, without going too over the top.
