This character is a smaller role. He pops up once or twice as an adversary for the player to face. This character voice is expected to be higher. Tenor, in music terms but high baritone works too. Short and simple, he's just annoying and only really cares for himself. A jerk. He has fun when others join him for his antics, and loves getting into trouble for a quick cash grab. Just toxic cesspool of a person. No one should like this guy. Software wise, use whatever will get you a good clean cut of the line. As long as it can make Wavs and mp4, I'm all for it.
