Another teen boy affected by the calamity, granted with the power of cactus hands. He proposes a team up with Billy, but Billy finds out quickly that Bobby isn't thinking about being a super hero. He's got much more of a mean streak and is interested in doing what he wants. Similar timbre voice to Billy, a bit more like a jock.
