Arthur Shepherd (The Mayor)

    •    Age: 45 (born in 1977)

    •    Description: A cunning and authoritarian leader who uses the Withering, his creation, as a means to tighten his grip on power. He believes all who survive are worthy of living under his rule. Arthur views Amber, Billy, and their group of survivors as threats to his power because they discovered some information on the Withering’s creation in the abandoned lab. A goal of his is to have them eliminated (killed) and cover up the truth about Project Withering and his experiments. 

    •    Personality: Charismatic, ruthless, and manipulative. Arthur hides his darker ambitions behind a facade of leadership and order.
