Hina is the little sister of Kitsu, Kamen Rider Kon, when Kitsu and Hina were young they were attacked by monsters. These monsters were relentless in their objective, killing their parents and leaving Hina paralyzed from waist down. After they were attacked, they were saved by Kaguya, Kamen Rider Legend, who raised them as a mentor and guardian. Now, Hina acts as Kitsu's "Guy in the chair" always making sure he's safe and knows where he's needed during monster attacks. She may be younger than him, but just hearing them talk to each other would make you think she's older.

Hina's way of speech is somewhat similar to that of a Tomboy, while being more mature and caring, with a slight attitude that lets others know she's the brains in the operation and has power when needed.
