The castellan is the second in command on Gallifrey, he sucks up to the Lord president of Gallifrey a lot. It seems that he is totally spineless but he's actually planning something behind the scenes... Another character that kinda needs to return but because he's a timelord, I can describe the change of voice actor well enough.
