You may recognize this guy from the first Star Wars movie. He was one of the Imperial commanders on the Death Star. He and Vader were among the only survivors of the Death Star's destruction. The Emperor has put him in charge of Vader since he sees Vader as responsible for the incident. Only Tagge was properly wary of the rebel threat.
