General Tagge chooses Oon-Ai to be an adjutant to Vader, meaning a military aid to him. Oon-Ai has to report directly to Tagge about whatever Vader is up to. Vader does not like this. Since most Imperial human commanders are apparently from England, use an English accent. I guess most of them are from Coruscant, where that accent is apparently the norm.
