Cicero "Festivus" Felipe is the leader of an underground operation called the Ichor Corporation, working out of what remains of The Lost Workway in the mountains.

His name often fools many who hear it, making him seem less intimidating than he really looks. Realistically, he's not mean, but he runs a mean business when he needs to.
