Robert Clark is the chief police of TWPU "The Westalia Police Units." Robert often has a cliff on is shoulder after the death of Edward Fujimoto. He's also trying to look for info about who killed Edward. But when he finds outs when Kai, "Edward's son" was there during the death of Edward, he takes Kai like he killed his own dad like a fugitive, and tries to hunt Kai down.
Make up a voice, and a personality for Robert.
