IBA, also known as the Independent Broadcasting Authority, is one of the 2 main antagonists of Regional Broadcast Precure. He is one of the two heads of the network, keeping all of it together and running. Alongside his timid and nervous brother ITA (Independent Television Authority),he plans to fuse all the Regional networks of ITV under one name. He's determined to carry out his goals, no matter what. He may be a bit peeved at Star (the sidekick of the Cures) for trying to prolong or prevent his goals, but he's left undeterred by such an "interference."
