Cowen is a pretty generic retired/grizzled detective. Their character is still being developed so any interpretation you have, give it a go.
As you would expect they are pretty intelligent and resourceful. Cowen is dedicated to justice and uncovering the truth. Despite their forced retirement, their sense of duty drives them to fight against crime. Despite their age he is pretty impatient. Their gender is undecided because it doesn't really matter.
