One of the two first class secret agents Victor enlists to capture or trick Yolanda into helping BANKO. Laid-back Ross often comically tries to lighten his and Agent J’s serious missions. Despite his dedication and incredibly advanced gadgets (which he "definitely" didn't steal from Yolanda's science fair project two years ago), he constantly fail to capture her and frequently feuds with Agent J over their failures.
