Monaca Towa is a character in Danganronpa: Ultra Despair Girls, and her title is the Lil’ Ultimate Homeroom. At first, Monaca is a seemingly caring and amiable young girl. In UDG, she has a childish and somewhat innocent way of speaking, such as almost exclusively referring herself to the third person. Despite her cheerful front, she has stated that she has experienced suicidal thoughts in her past and during the game, although she claims she is only joking. Throughout the game, however, her true personality is revealed - Monaca is a very cunning manipulator and will do whatever it takes to manipulate things to go her way, such as throwing fits/temper tantrums or turning the other Warriors against each other. However, because of her “caring” and “charming” behavior and personality, the other Warriors of Hope care deeply about Monaca and want to keep her happy. Monaca is also very intelligent for her age, such as having a skill with robots. While Monaca displays her affection with the others, she doesn’t have those true feelings deep down - she even goes as far as to use their traumatic pasts against them to manipulate them into doing what she wants, showing that Monaca doesn’t experience any sympathy or actual sorrow for them, let alone anyone else. You could say that her true personality is almost identical to Junko’s - whom she greatly admires to the point of wanting to become the “second Junko Enoshima.”
In Dr3, she still has some of the same manipulative and childish personality traits but has also matured greatly. For example, she doesn’t refer to herself in the third person as often, and uses different tactics to manipulate the Future Foundation members she spends time with under the alias of Maiya. However, in her final appearances, she becomes completely lazy, apathetic, and cynical because of Remnant!Nagito’s constant ramblings about hope and despair made her feel bored and embarrassed about becoming the second Junko Enoshima, saying it was “a phase and she’s become an adult.”
I think both voices fit Monaca super well! So whichever interpretation you want to base it off of is completely up to you!

You might think there are no Ultimates and Commons in a class like Homeroom, but there are! For me, my skill isn't really about uniting people, it's about getting them all to help me. Believe it or not, I bring together a lot of wonderful people... It would be nice if you could be a wonderful person for Monaca, too..."
(Mocking Makoto while he has a small breakdown after seeing Tengan's corpse. Speak in a teasing and mocking tone.) "Wow... He wants the girls to solve his problems for him. Loser. If something that cheesy is enough to get him back on his feet, his head must be pretty empty! Pfft, I can't believe someone like that beat my big sis Junko!"
(Discovered by Toko and Komaru when she's given up on becoming the second Ultimate Despair - sound bored and pretty casual, and a bit aloof.) "No... That whole despair and hope thing is embarrassing, and I just want to forget it. That guy turned me into an adult a while ago. As I listened to him talk about hope and about despair, I realize I didn't want to end up like him. That's why Monaca's done with despair."
