Tar Tar is the main villain in the Octo Expansion arc, he is supposed to provide knowledge to Inklings and other species that was gathered by humans before they wiped out completely. However, Tar Tar realized how stupid these species were and decided to make a new world with his knowledge and sanitize the whole world under his control.
