He is a human scientist who boasts a remarkable IQ of 300 and a passion for machines. Eggman dreams of conquering the world to establish a global empire to build his utopia, Eggmanland. For all his brilliance though, his plans are constantly foiled by his arch-nemesis, Sonic the Hedgehog, and his friends.

This sounds really close to Mike Pollock. You just have to ham up the emotions more and you'd nail it. As it is right now it kinda sounds like Eggman hasn't had his morning coffee yet, but its really close.
