Rocket would have a sort of faded wind up doll male voice, he is supposed to sound excited but also showing its age like a toy forgotten whom have of thing they say that would just get garbled due to its voice box not working properly anymore.
To voice him you should do a more excited but desaturated mix of a male calming voice and robot speaking, to be able to both portray comfort but also unease as if you dont know who he is.
