Victor Roadstop is a gray rat and the father of Taria Bloodshock. He is a very greedy multi-billionaire businessman and CEO of Vic Corp. He doesn't really care for much except money, and would do pretty much anything for such, including abandoning his family and friends.
His voice is kind of a combination of Filthy Rich from My Little Pony (more specifically, his counterpart from Equestria Girls) and Jimmy Crystal from Sing 2. He can have an American or British accent (or a mix of the two).
