Luigi is (as everyone should know) Mario's less popular brother. He's a bit of a klutz, and has much less of a heroic reputation than Mario as a result. In this game, Luigi appears in Rogueport every once in a while to tell Mario about an adventure he's on, searching for the 'Marvelous Compass' (although talking to his traveling companions reveals it's been more of a series of fiascos than an adventure).

You know how Luigi sounds. As close as you can get to the classic Charles Martinet voice would be great. Extra points if you make him sound more like a dork.

This role has a few lines in the prologue, and will have a solid chunk of dialogue after every chapter. Honestly, I may consider just having Luigi's tales be a whole separate side uploaded separately from the actual playthrough.
