Pa-Patch is a Bob-omb that hangs out near Rogueport's docks.
For his voice, I imagine a piratey sort of accent, possibly a bit Scottish. Best example I can think of is Mr. Krabs' accent from Spongebob. His voice should be deep and gruff.
This role only has a few lines and is just another NPC at the beginning of the game, but they will have more significance later on in the story.
