Lord Crump, one of the reoccurring villains in the game and a member of the X-Nauts, is a strong but somewhat dumb brute. He's the kind of villain to get cocky as he throws a giant robot to fight you, then have a stomping tantrum when you manage to take it down. Morality-wise, this dude is no world-ending supervillain, but he'd definitely be the kind of guy to take candy from a baby and laugh while doing it.
For his voice, I'd imagine him sounding like a cartoon villain; deep and a little menacing, but still goofy-sounding. One of the biggest places I'll be looking for the goofiness in the character will be how your "Buh huh huh!" laugh sounds. I could see maybe a New York accent being entertaining, but I'm not dead set on any specific accent and am open to your interpretations.
This role will return frequently often throughout the series, as Crump shows up often throughout the entire game.
