Hargraves is a thug who is a major player in an underground drug operation. He is cruel and violent, but can nonetheless often be found rubbing shoulders with the rich and powerful citizens of Highgate City in fancy bars and restaurants. Hargreaves has little regard for the value of human life and views people as disposable commodities. Although he presents a tough exterior, he is somewhat of a coward at heart and generally avoids direct confrontations, preferring to strike from the shadows when there is minimal risk to his own safety.
