Scarlet is the Head of Weapons Development in the Shinra Electric Power Company. She is ruthless and will use any means necessary to fulfill her goals. She has a characteristic laugh ("kya ha ha!"), much like her colleague Heidegger. The two often work together, despite feelings of mutual contempt.
