A mysterious and never truly seen man hidden beneath large hats and overly baggy clothing that could easily just be a hundred rodents in a trench coat, the mayor has a slurring, slow, and eccentric way of speaking with strange pitch inflections with often drawn out words as if completely unused to human speech or drunk. Or both.
