Mortar and pestle are like Bonnie and Clyde, and they realized they kept getting stopped by super heroes when they do big jobs, so they are sticking to small time robberies in small towns and making bank over time.They get thwarted in the first couple of scenes, then they get super powers, and put up a much better fight.
Pestle starts with a flamethrower and ends with friction based fire powers. (Think like matches for fingers) Her personality is more calculating than Mortars is. So she makes the plan and Mortar blows stuff up.

You’re not looking at the big picture here. The biggest threat to America is complacency. People become so comfortable that they lose their ability to adapt. A big change comes along, and,, POOF! Goners. But people like us? We provide a constant source of chaos. We keep complacency from happening.
