The Governor of District One (High Class), is the most powerful and influential person right after the Queen who is his mother. Smart, calculative, composed, and calm, but sometimes moody. Sadistic, manipulative, often emotionless, well-mannered, objective, charming when needed. He rarely loses his temper but when he does he struggles with his anger. Abuses his status, and modifies the laws just to get what he wants. Has trouble expressing his emotions to the girl he loves ending up hurting her. Cruel with words.
