Main antagonist of the story.
Self-proclaimed businessman who bought most of the lands after silver was struck. Only Jeremy Winston stood against him and refused to sell his home. After this, Kemper ordered a gang of thieves to intimidate Winstons family, but unfortunately it all ended as a shootout. Winstons family was killed accidentally, but there were no consequences for Kemper. In fact, he even was able to put Winston in jail who was accused of having killed his own family.
After Jeremy was arrested, nothing stood in Kempers way to claim the latters lands for himself.
Still, even after this, he would order to hang Jeremy before trial, just to be sure he had no chance to come out.
