In the IDW Sonic Comic Series, Neo Metal Sonic plays the main villain of the story. The big foreboding threat looming over Sonic and his gang and controlling the Badnicks. He wishes to complete Eggman's plan of an entire empire over the world of Sonic.
I am paying $3 per line for every comic that you are on. The $9 tag is purely just the final amount that you will get after the first issue.
Neo Metal Sonic's voice should be deep and commanding. Not loud unless initiated to be loud. He is not a theatrical character so try to not get theatrical with his voice. Gravel I don't think will hurt the performance in any way, just don't overuse the gravel but use it only in a small amount for this role.
