This is rain's system/programming/whatever you wanna call it.
Personally i give it a monotone voice without a gender but I don't really care what they sound like, to be honest. I don't know if you'd say it has a major roll but I guess. It appears twice in the animation so you can tell Rain is gonna malfunction a bit.
