Doctor Who: Alien Matters

This story's villain. A non-theatrical, more blunt version of the Master. Not an over-the-top evil performance; he's more understated in his warped nature. He 'talks' when he speaks, he doesn't perform his lines. This character will be harder than the others to narrow down, so I welcome all attempts at doing so.
They were necessary. I needed to study these humans, how they react under the duress of various chemicals that I have devised, and how they perish. Slow or instant, painful or not, their suffering meant progress, Doctor. You understand that.
Hmmm, so it is as you say. A man with two hearts. That means there is another non-human presence in the area. An alien. Gentlemen, it seems we have company.
